In June of 1984, talks began about building a library in East Pennsboro Township; many people felt the West Shore Library was too far and they wanted something closer to home. The Township agreed to provide the location if the West Shore Library supplied the books and materials.

On October 7, 1985, the East Pennsboro Branch Library opened in the former Midway School, now East Pennsboro Township Municipal Building. The library was initially filled with books from the duplicate collection of the West Shore Library and from an Eagle Scout project that collected over 1,000 additional books that were either included or sold to obtain materials. The branch library was run, until 1991, by a small group of dedicated volunteers, including Mr. and Mrs. Kiner, after whom the children’s room is named.
